Demonstration of an up-to-date knowledge of your state.s health statistics is essential in the development of any public health oriented grant.  States provide their citizens with databases of health and disease statistics to provide an analysis of the states. overall health. These health databases are typically posted on state web sites and are easily accessible to the general public and public health researchers. Examples of these web sites include Ohio (http://www.odh.state.oh.us/) and New York (http://www.health.state.ny.us/). In addition, the Kaiser Family Foundation collates data from throughout the US and presents these data on their web site (http://www.statehealthfacts.kff.org/cgi-bin/healthfacts.cgi).  Assessment and proper citation of such data can add credibility to your public health grant application.

Research Universities Are Dismayed by Defense Spending Bill That Would Cap Overhead Reimbursements at 20%

A provision stuck in an appropriations bill this week for the Defense Department would place a 20-percent cap on overhead costs for competitively awarded grants from the agency.

The language, approved as part of the broader spending bill by the Appropriations Committee in the U.S. House of Representatives on Wednesday, took university officials by surprise. It would affect only the $1.55-billion the Defense Department spends on fundamental or basic research. Typically, about 60 percent of that money goes to universities.

The bill’s restrictions come at a time when research universities are already feeling the pinch from more than a decade of government caps on the overhead rate, which is the portion of a grant that helps reimburse colleges for costs of facilities and administration used in carrying out sponsored research. A 2005 study by the Council on Governmental Relations found that research institutions are losing about $5-million annually, on average, because of limits on such reimbursements.

“If this bill were to become law, it would present a very serious problem,” said Robert M. Berdahl, president of the Association of American Universities. “There are real costs to research, and they have to come from somewhere.”

The 20-percent cap proposed in the Defense Department bill would be a sharp departure from current rates. A 2005 review of overhead rates by The Chronicle found that the average rate at the top 100 research institutions was 51.8 percent. A rate of 52 percent means that for every dollar that a university receives for the direct costs of a research project, it can charge the federal government as much as 52 cents more for the overhead costs associated with that research.

ANNOUNCES 2007 REQUEST FOR PROPOSALS FOR SMALL GRANT CYCLE

Con Alma Health Foundation, New Mexico’s largest health foundation, is accepting applications for the Foundation’s Small Grant Program. The deadline is Friday, August 17, 2007.

For the small grant program, Con Alma seeks proposals for non-continuing grants of $15,000 or less.

The Foundation awards grants to qualified 501(c)(3) nonprofit organizations in New Mexico. Since 2001, the Foundation has awarded more than $5 million in grants to health related nonprofit organizations. “Now more than ever, funding for systemic change is needed,” said Dolores E. Roybal, Executive Director, Con Alma Health Foundation. “Toward this end, the Foundation encourages requests for funding throughout the state.”

Con Alma Health Foundation focuses broadly in the areas of health and human services with special emphasis on culturally diverse, rural and tribal communities.

Searching Pubmed for literature

PubMed.gov: For many researchers, public
health issues are a major concern for healthcare
professionals and community leaders.
Addressing these needs through grant
applications requires researchers to compare their
local environment with that of others. The search
for evidence based medical literature (EBM) is
best performed using the National Library of
Medicine’s www.pubmed.gov web search tool.
Searching the medical literature for evidence
based medicine citations provides the researcher
with a tool to make public health decisions which
are based on sound data developed from
preplanned, comparative studies. EBM literature
does not replace expert judgment or clinical
experience, but can enhance judgment and
experience.
Two features which distinguish EBM literature
from other reported medical literature are:
• the COMPARATIVE nature of research
and the
• PLANNING/EXECUTION which go into
the studies.
EBM literature reports on research which uses
human subjects and follows good methodology.
Comparative research uses two groups: a control
group and an experimental group. Well-planned
research assigns subjects randomly and uses
“blinding” to mask results from subjects, test
administrators and laboratory technicians. In the
ophthalmology literature, the practice of “blinding”
results is referred to as “masking.”

INFORMATION SEARCH AND RETRIEVAL TECHNIQUES

On July 25th at Santo Domingo Pueblo we are hosting a National Network of Libraries of Medicine seminar Entitled: Caring for the Mind: Providing Reference Services for Mental Health Information.

This is a 2-Hour class to be presented at the Santo Domingo Clinic.  We have room for approximately 25 attendees.  The class starts at 1:30 PM. 

The Course objectives include:

  • Gain awareness of mental health issues.
  • Learn to respond to challenging reference questions for mental health information.
  • Be informed of tools for collection development and mental health research including the latest web sites and databases.
  • This is a joint effort between the Santa Fe Service Unit’s Public Health Nursing Department and L&D Associates Consulting Group (www.landd.net).  With so much consumer health information (eHealth) available over the Internet, the ability to search for and find relevant eHealth data for professionals and clients is fast becoming a necessary tool.

    Indian Health Service – HIV Awareness Grants
