New Report on Underage Alcohol Use

650,000 underage drinkers in the past month were given alcohol by their parents or guardians.

Findings From the 2002 - 2006 National Surveys on Drug Use and Health - Click Here to Download PDFMore than 40 percent of the Nation’s estimated 10.8 million underage current drinkers (persons aged 12 to 20 who drank in the past 30 days) were provided free alcohol by adults 21 or older, according to a nationwide report by the Substance Abuse and Mental Health Services Administration. The study also indicates that 1 in 16 underage drinkers (6.4 percent or 650,000) was given alcoholic beverages by their parents in the past month.

“In far too many instances parents directly enable their children’s underage drinking – in essence encouraging them to risk their health and well-being,” said Acting Surgeon General Steven K. Galson, M.D., M.P.H., a rear admiral in the U.S. Public Health Service. “Proper parental guidance alone may not be the complete solution to this devastating public health problem – but it is a critical part.”

New Report on the Mental Health Reimbursement Policy

Reimbursement of Mental Health Services in Primary Care Settings - Click here to download PDFA new report released by three agencies of the U.S. Department of Health and Human Services proposes strategies to overcome barriers associated with the reimbursement of mental health services provided in primary care settings. Key actions recommended focus on a variety of stakeholders, including primary care providers, state Medicaid officials, and others billing for mental health services in the public sector, working together to promote a greater understanding of mental health reimbursement policy.

“The actions identified in this study are practical as well as achievable,” said Terry Cline, Ph.D., Administrator of the Substance Abuse and Mental Health Services Administration (SAMHSA). “Improving access to timely and targeted mental health services in primary care settings can improve patient health and compliance with treatment.”

The Substance Abuse and Mental Health Services Administration (SAMHSA) is issuing its latest Treatment Episode Data Set (TEDS) report on Discharges from Substance Treatment Services which provides a myriad of information on substance abuse treatment episodes at state licensed treatment facilities across the country.

The 2005 TEDS Discharges from Substance Treatment Services report is the latest in a series of yearly reports that not only provide overall figures for the 34 states that report discharge data to TEDS, but also break this information down into a wide variety of programmatic and demographic criteria that can help provide greater perspective on the experiences of those who have undergone substance abuse treatment.

Among the notable findings in this latest report:




The treatment completion rate was highest among clients discharged from hospital residential treatment (67 percent), detoxification (65 percent) and short-term residential treatment (56%). Treatment completion rates were lower in longer term and less-structured settings.




Not counting discharges receiving opioid replacement therapy (methadone), the median length of stay in treatment was greatest for discharges from outpatient treatment (76 days), followed by long-term residential treatment (53 days) and intensive outpatient treatment (46 days).




The strongest predictor of treatment completion was the use of alcohol rather than other drugs. Clients discharged from all types of service combined were 82 percent more likely to complete treatment or transfer to further treatment if their primary substance was alcohol, after taking into account all other characteristics.
